Director Elvira Habota at the 8th meeting of the Stabilisation and Association Parliamentary Committee
Elvira Habota, Director of the Directorate for European Integration attended the two-day session of the 8th meeting of the Stabilisation and Association Parliamentary Committee, held in Strasbourg on 11 and 12 March 2026.
The two delegations discussed the state of EU-BiH relations, focusing on the remaining requirements for opening accession negotiations, including those relating to judicial legislation. The implementation of the Reform Agenda was also discussed, as well as the rulings of the European Court of Human Rights and the Constitutional Court of BiH, including the EU Entry/Exist System (EES).
On this topic, Director Habota noted that the European Commission stated in its latest Annual Report on BiH that only a limited number of reforms had been implemented, and that the authorities in BiH had been invited to focus on taking the remaining key steps outlined in the 2022 Recommendations for candidate status.
She reminded that these steps include the finalisation and adoption of the Law on Courts and the Law on the High Judicial and Prosecutorial Council, in accordance with European standards. They also relate to the development of the National Plan for the Adoption of the EU acquis, as well as the appointment of the National IPA Coordinator and the chief negotiator.
“Progress in these areas was assessed as crucial in order for the Commission to present the negotiating framework to the Council and start the explanatory phase of the screening”, said Habota.
The Parliamentary Committee was established under the Stabilisation and Association Agreement. Its members are appointed by the European Parliament and the Parliamentary Assembly of BiH. One of the 14 key priorities set out in the European Commission’s avis on Bosnia and Herzegovina relates to the functioning of this body.
